WhatsApp Business Platform for businesses: chatbots, automation and the rules to know

By Paul Jeevanesan A., Founder and CEO, StudAI One · Updated · 9 min read

The short answer

The WhatsApp Business Platform is Meta's API-based service for sending and receiving WhatsApp messages at scale and connecting them to chatbots, CRMs and booking systems, while the WhatsApp Business app is built for small business owners handling chats themselves. On the platform you need a person's opt-in before messaging them, you can reply freely for 24 hours after their last message, and outside that window you can only send Meta-approved message templates. Meta charges per message, at rates that vary by country and template category.

Key takeaways

  • Use the Business app for a few people answering chats by hand; use the Business Platform (Cloud API) for chatbots, shared inboxes and integrations.
  • You need opt-in before messaging people, and outside the 24-hour customer service window you can only send approved templates.
  • Automation is allowed, but Meta's policy requires prompt, clear and direct routes to a human.
  • Since 1 July 2025 Meta charges per message; rates depend on template category, volume tier and the recipient's country or region.

WhatsApp Business app vs WhatsApp Business Platform

The WhatsApp Business app is a phone app that WhatsApp describes as built with the small business owner in mind. The WhatsApp Business Platform is Meta's set of business messaging APIs. The Cloud API is the version hosted by Meta, which your own software or a solution partner connects to.

The rules you must follow

Opt-in before you message

Meta's opt-in guidance (opens in a new tab) says businesses must clearly state that a person is opting in to receive WhatsApp messages and name the business they are opting in to. Opt-in can be collected on your website, by SMS, in a WhatsApp thread, through a phone IVR flow or in person, and you must give clear instructions for opting out.

Approved templates for business-initiated messages

A message template is a pre-written message format that Meta reviews before you can send it. Templates are categorised as marketing, utility or authentication, and the category affects what you pay. Templates are the only message type you can send outside the customer service window. Keep each one specific to its purpose, written in your customer's language, and clear about how to stop receiving that kind of message.

Respect opt-outs and keep sensitive data out

The WhatsApp Business Messaging Policy (opens in a new tab) requires you to respect all requests to block, discontinue or opt out, whether made on or off WhatsApp. It also says not to share or ask people to share full payment card numbers or financial account numbers, and it restricts messaging about certain goods, services and regulated sectors. Read the policy for your sector before you build.

How the 24-hour customer service window works

The customer service window opens when a customer messages you and closes 24 hours after their last message. Inside it you can reply with any message type. Once it closes, you can only send templates until the customer writes again.

What an AI chatbot on WhatsApp can and cannot do

An AI customer support chatbot on WhatsApp is software connected to the Business Platform that reads incoming messages and replies using your approved information. Done well, it handles the repeat questions so your team can focus on the rest.

What it can do

  • Answer common questions from your own approved content, at any hour
  • Qualify leads by asking a few set questions and passing the answers to your CRM
  • Book, reschedule or cancel appointments through your booking system
  • Send order or appointment updates using utility templates
  • Hand the conversation to a person with the context attached

What it cannot or should not do

  • Message people who have not opted in, or send free-form messages outside the 24-hour window
  • Collect full card numbers or financial account numbers in chat
  • Make final decisions on sensitive matters such as medical, legal or financial advice without a qualified person
  • Guarantee correct answers: it needs tested content, limits on what it may say and regular review of conversations
  • Act as a general-purpose AI assistant: Meta's Business Solution Terms (opens in a new tab) prohibit AI providers from using the platform where AI is the primary functionality, with Meta deciding what counts, so keep your bot focused on your own business and check the current terms

Escalation to a human is a requirement

The WhatsApp Business Messaging Policy allows automation but says businesses must also have prompt, clear and direct escalation paths. These can include handing over to a human agent in the chat, or offering phone, email, web support, store visits or support forms. Design the triggers in from the start:

  • The customer asks for a person, in any wording
  • The bot cannot answer confidently after one attempt
  • The topic is a complaint, refund, safety issue or anything sensitive
  • The customer repeats the same question or shows frustration

Tell customers what happens next and when someone will reply, especially outside working hours. Log every handover, so you can see which questions the bot should learn to answer and which should always go to a person.

What does WhatsApp Business Platform messaging cost?

Meta sets the charges, and they change, so check Meta's pricing page (opens in a new tab) for current rates. The structure is:

  • Since 1 July 2025 Meta charges per message; conversation-based pricing has been replaced.
  • Rates vary by template category, volume tier and the country or region of the recipient's phone number.
  • Non-template messages sent within an open customer service window are free, and so are utility templates sent within an open window.
  • If you use a solution partner, ask for their fees separately from Meta's charges.

Setup steps

  1. Choose your route. Connect directly to the Cloud API with your own developers, or use a solution partner's inbox.
  2. Set up your Meta business portfolio and complete business verification. Meta reviews your display name after verification, and verification is also needed before it considers raising your phone number limit.
  3. Prepare a phone number. Meta's phone number requirements (opens in a new tab) say it must be owned by you, have a country and area code (short codes are not supported) and be able to receive a voice call or SMS for verification. A number already on the WhatsApp or WhatsApp Business app must be deleted from it first.
  4. Submit your display name. It is reviewed and approved or declined; an approved name is one requirement for an Official Business Account.
  5. Write and submit templates for the business-initiated messages you need, in the right category.
  6. Connect your systems so incoming messages reach your inbox, chatbot and CRM.
  7. Plan for messaging limits. Meta says newly created business portfolios can message 250 unique people outside a customer service window in a moving 24-hour period, and this can be raised by completing one of its scaling paths (opens in a new tab).
  8. Test end to end with real staff, including opt-out, escalation and out-of-hours replies, before launch.

Connecting WhatsApp to your CRM and booking system

WhatsApp becomes far more useful when each conversation lands in the systems you already use. Typical integrations include:

  • Lead qualification chatbot: asks a few qualifying questions, such as the service needed, location and timing, then creates or updates the contact in your CRM.
  • Appointment booking chatbot: checks availability in your calendar or booking tool, confirms the slot and sends a utility template reminder.
  • Shared inbox: lets several staff reply from one number, with notes and assignment.
  • Opt-in records: stores when and how each person opted in, alongside the contact.

StudAI One also builds its own omnichannel engagement platform, StudAI Engage, which brings WhatsApp, Instagram, Telegram and web chat into one inbox with CRM and campaigns. Frequently asked questions

Can I use my existing WhatsApp number with the WhatsApp Business API?

Yes, but Meta says a number registered on the WhatsApp or WhatsApp Business app must be deleted from the app before it can be registered on the platform. The number must be able to receive a voice call or SMS for verification.

Can a WhatsApp chatbot message customers first?

Only people who have opted in, and outside the 24-hour customer service window only with a Meta-approved template. Free-form messages are allowed only within 24 hours of the customer's last message.

Do I need a human agent if I use a WhatsApp chatbot?

Yes. The WhatsApp Business Messaging Policy requires prompt, clear and direct escalation paths, such as handing the chat to a person or offering phone, email or web support.

How much does the WhatsApp Business Platform cost?

Meta charges per message, with rates set by template category, volume tier and the recipient's country or region. Some messages are free, such as replies inside an open customer service window. Check Meta's pricing page for current rates.

Can I put ChatGPT on WhatsApp for my business?

You can use AI to answer questions about your own business, but Meta's Business Solution Terms prohibit AI providers from using the platform where AI is the primary functionality, and Meta decides what counts. Keep the bot focused on your services and review the current terms.

Can a WhatsApp chatbot take bookings and payments?

It can take bookings by connecting to your booking system. For payments, send a link to a secure payment page rather than collecting card details, because the policy says not to ask people to share full payment card numbers.
